I bought 19 inch LCD monitor and now it is already look bad and making me frustrated.

The problem starts right from the boot screen until the desktop windows start up screen. Sometimes it flickers and sometime none. And another it happens continuously and eventually the screen turn black entirely.

I would like to ask if this is a hardware failure from the monitor itself (electronic components), monitor cable, or power cable.

Please advice so that when i go to computer technician i want to tell him clearly the problem

First, whatever flickering, black screen or monitor temporary on sleep mode... that happens from the moment you start pc to the login screen is OK. If any of these problem persist after you reach the login screen then we might have a problem.

Few things you should check before visiting a technician: Use your screen a maximum resolution (often called native resolution), make sure that you reset all your display settings to default, that there's no large magnets around the monitor (or pc) and the most important thing to do would be to test your monitor on another PC (to see if problem from monitor or PC or video card).

From my limited (and newly acquired) understandings of how LCD monitors can go bad, it is either a backlight problem or inverter type problem. I am willing to crack it open and replace parts, but I'd rather not waste money trying to fix something that isn't the problem.

I have not tried anything other than leaving the monitor off for a while (which has no effect). I am convinced this is a hardware problem. I've checked all the cables and everything seems fine.
