First thing make sure that there are no CDs (or floppy) in your computer, go to your BIOS setting (pressing Del or F1 or F2 during boot screen), find your Boot sequence setting (order that computer seeks "windows") and make set you hard drive (HDD) to the first position. Try rebooting!
You can also reset your BIOS back to "Factory Settings". You can also flush your BIOS and removing the battery on your motherboard (at least 10 min) but go and reset the date and time in there (important for windows programs).
You can also try to use a bootable CD (make sure that the boot sequence has the CD in front of the hard drive).
And If all fails, then you probably have a defective motherboard.
